Busted!
Freedom of Information Act release of DeSalvo's military record, a gift to NTDS from a concerned citizen.
Inquiring minds want to know why DeSalvo was busted from E2 (PV 2) to E1 (PV1) on August 6,1974. He entered on the delayed enlistment program as a PV2 just for longevity, so what happened to get him busted a year later?
It took him almost two years to make PFC. Certainly nothing like his meteoric rise in the City of Fitchburg!
DeSalvo claims to have been a helicopter MECHANIC. The record indicates helicopter REPAIRMAN. While we believe there's a minor difference in the MOS, we'll let this one go.
He was discharged as an E4 (Specialist 4th Class).

Is going from E2 to E1 a big deal? I'm not familiar with military rankings.

Here's our take, at least (vaguely) as things were in the immediate post-Vietnam MVA era.
The delayed enlistment (enlist in February, report in June) counts toward time in service, and enlistment begins at PV1. After, (six months?), raise in grade to PV2 is automatic, and he was promoted. The next raise in grade to PFC (E-3, or Enlisted, grade 3) is also automatic based on time in service and not doing something terrible. He should have gone 1,2,3, just by showing up for work and not getting his "buttons pushed." Something obviously happened.
He should have made PFC, by all accounts, as soon as he finished advanced individual training as a helicopter repairman. It appears that he was passed over for promotion and continued in the PV2 rank for much longer than normal.
And THEN to make matters worse, it looks like he got into some kind of trouble because after being a PV2 for over 13 months, he was busted back as far as you can go - back to "Buck Private", right where he started from day one 16 months before.
Was it nothing more than a personality conflict? That's what transfers are for. The US military protects against punishment for personality conflicts with the exhaustive counseling and disciplinary procedures in place, and this guy would have been counseled repeatedly during his long stay as a PV2 before the steps were taken to bust him in rank.
Getting busted is a big deal in the military. Maintaining rank and getting promoted on schedule is how these guys earn respect. Most likely the Expert badges in automatic rifle and grenade are what finally restored and jumped him from the disciplinary PV1 (E-1) rank to PFC (E-3).
But then, it could just be that his problems were all someone else's fault. Maybe he just had a stupid commander who didn't understand that DeSalvo had a better idea and should have been promoted to General.
And pigs fly.
This guy has had a behavior problem from day one. His promise to "behave" at the end of the debate is a promise he's had to make way too many times.
Here's my problem. We might have been more likely to give him a pass on this and just say the guy wasn't cut out for the military if he had not jumped all over a disabled vet and spewed his venom against that poor guy.
Throw stones and hurt people just for the charge some people get from bullying, then don't be surprised when a lifetime pattern of bad behavior comes back to haunt you.
It doesn't feel so good when the shoe is on the other foot.

We can't verify, but here's an update we received from a credible source re the assault on a disabled veteran.
According to our source, the world famous Leominster barrister John Roncone represents DeSalvo in the assault and battery case and managed to get the case continued until after the election.
We assume his client will have plenty of "time" for a trial and time to "do time" after the election is over.
